  • Location:     Idlib / Damascus, with the flexibility to travel to other Syrian governorates as required.

  • Contract Duration:  6 months, extendable based on funding and performance.
  • Contracting Conditions:
  • The successful applicant will be offered a fixed-term full-time contract

  • ABOUT LDHR:

Lawyers and Doctors for Human Rights is a non-governmental organization that supports civilians during crises and dedicates the time and resources to provide help to stop human rights violations and aiding people in need to be effective community members.

  • POSITION SUMMARY:

The Field Operation Officer is responsible for supporting sound management for the operations and Logistics function within the LDHR Country Office in Syria by participating in maintaining and applying the LDHR Policies and Procedures regarding the process and all other aspects of the operational function.

  • RESPONSIBILITIES AND TASKS:
  • Prepare procurement plans for the office and projects in a timely and duly manner, and monitor their implementation.
  • Receipt of bid documents, review of the same, contracts and/or purchase orders as well as results of evaluation of bids/proposals and other formal/public documents.
  • Perform such other duties and responsibilities of a Procurement/ Logistics Officer.
  • Guide Procurement personnel and Project personnel on matters relating to the LDHR’s procurement manual.
  • Represent the Procurement department in meetings and such other discussions where procurement matters are relevant.
  • Monitor the progress of shipments for LDHR and its partners and coordinate the delivery of the same at the place of delivery.
  • Establish effective relations with the different Project Managers in a proactive manner
  • Assists in planning, designing and implementation of appropriate logistics systems, including warehousing and in-country transport capacity, including establishment of Long-Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.
  • Support partner organisations in logistics and operations planning, including delivery scheduling and documentation.
  • For emergencies: Coordinates with Head office, and ensures LDHR’s interest and supplies are given appropriate priority.
  • Identify, register and follow procurement project risks and escalate them whenever necessary.
  • Facilitate and follow up on timely clearance, delivery and handover of goods and consignments to partners
  • Ensure proper documentation and archiving of all field-level operational transactions.
  • Act as the liaison between field staff and central operations/logistics teams to ensure alignment and timely communication.
  • Ensure that all field operations align with LDHR’s internal controls, donor requirements, and compliance standards.
  • Assists in organizing training for the operations/ projects staff on Procurement.
  • REQUIRED QUALIFICATIONS, EXPERIENCE, AND ATTRIBUTES:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.

  • Education: Bachelor’s degree or equivalent in Purchasing and Supply Chain Management, Management and Business/Public Administration or related field. A first-level university degree in combination with required qualifying experience may be accepted.
  • Work Experience: Minimum of 2 years experience in procurement/logistics management, preferably in an INGO/ NGO, in a similar role/with similar responsibilities.
  • Language Skills: Fluency in Arabic and English (written & spoken) are ESSENTIAL.
  • In-depth knowledge and experience and ability to lead procurement processes using specific and relevant procurement methods.
  • Effective team player, able to develop and maintain effective working relationships.
  • Flexible, creative, and problem-solving-oriented.
  • Competence with MS Office applications, including Word, Excel, and Outlook.
  • Proven skills in ineffective coordination, mentorship, and working in a multi-stakeholder collaborative environment.
  • Ability to work to tight deadlines and in high-pressure situations whilst maintaining a calm and positive attitude.
