LDHR is originally started as a group of lawyers and physicians devoting efforts to document the atrocities taking place in crises with an emphasis on ex-detainees and torture survivors. Through targeted trainings and mentoring by international experts, we were able to deepen and diversify our own expertise in medical-legal documentation of torture and SGBV. Multiple phases of this project produced committees, attracted new members, and we have developed a more organized way of collaborating to obtain justice and fulfill the mission of preserving human rights for all LDHR is growing fast and expanding its activities, while continuing to build and share knowledge and expertise.

ROLE PURPOSE:
The aim of this position is to ensure that Finance officer will follow up on financial issues related to projects documents, based on donor requirements and LDHR Finance policy and procedure. The finance officer is also responsible to supervise and build the capacity of the field finance staff. He / She also responsible in maintaining accurate documentation based on LDHR and Donors requirements. and Perform other duties, as necessary as requested.

KEY RESPONSIBILITIES:

Review all the financial documents for all incurred expenses at LDHR HQ office and other offices and sub-offices.

Entering all the transactions to the accounting system and ensuring accuracy and meeting related deadlines.

Ensure that accounting records and supporting documentation for all financial transactions are maintained in systematic order, and in safe and secure conditions in the HQ office.

Uploading all the supporting documents to the accounting system, after coding it based on the coding system used for it.

Provide Line Manager in HQ with complete, accurate and timely financial reports in the required formats, including institutional donor reports (where required), for all projects implemented in the HQ / Field office.

Maintain accurate and effective financial controls on all transactions incurred by the HQ Office, field office and sub-offices as part of project implementation and other related costs.

Maintain effective control over cash-in-hand transactions, and ensure that cash-in-hand transactions reconcile with accounting records. Ensure that the field office and sub-office funds are properly managed.

Assist and support the line and Finance Manager to ensure that field expenditure meets LDHR and institutional donor requirements and remains within the limit of the approved plans and budgets.

Assist and support the Finance Manager and Budget Officer in the preparation of budgets for project proposal and the preparation of annual offices budgets.

Ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the HQ office, field and sub-offices.

Participating in procurement committees as representative of the Finance department based on nominating from the line and Finance Manager.

Work as part of a team and liaise with the projects Managers, Programmes Managers, and sub-offices teams and other HQ’s Finance Department staff and other departments staff.

Provide guidance to and develop the finance staff of the field office and sub-offices.

Participate in the end month closing procedures as per the plan sent by the Finance Manager.

Participate in the Year end closing procedures as per the plan sent by the Finance Manager.

Carry out any other duties as assigned by the Finance Manager or Line Manager.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Intermediate institute / University degree (Bachelor’s or equivalent) in accounting, business administration or finance.
