The successful applicant will be offered a fixed-term contract, extendable based on funding and performance.
Salary and conditions will be offered according to the LDHR salary scale.
ABOUT LDHR:
Lawyers and doctors for human rights is a non-governmental organization that supports the civilians during crises and dedicates the time and resources to provide help to stop human rights violations and aiding the people in need to be effective community members.
POSITION SUMMARY:
The Finance Officer will be to lead the management of day-to-day finance and accounting functions for all LDHR programs and Projects, as well as ensuring compliance with donors and LDHR regulations as well as Turkish labour law.
RESPONSIBILITIES AND TASKS
checking payments and making sure it complies with donor/Organization policies.
Register payment on a daily basis.
Coordinate with Program staff for submitting monthly forecasting table.
Working closely with HR department related payment to the suppliers and staff salaries.
Review payroll and prepare the legally required document for the staff, Supplier, service providers.
Review draft contracts to ensure payment terms, billing, penalties, and all financial liability are addressed properly.
Ensure maintenance of proper documentation filing system is for all financial activities.
Oversee cash and bank management, review periodic reconciliations.
Handling Cashbook and doing the weekly cash count
Review facility staff timesheet, signature against the contract. If there are any discrepancies.
Prepares payment order for total facility staff and sends it to Finance to process. Record the transaction on the Projects Transaction List.
Update transactions list daily basis.
Update the donor payment tracker.
Receives all the procurement expenses documents and reimburses the expenses issued after reviewing the submitted documents.
Prepare Payment requests.
Confirm budget availability.
Contributes to issuing the budget narratives.
Provides the needed data that are related to their work, to the Project finance team to issue the Budget.
Supervise the finance team in reviewing cash receipts, disbursement vouchers, employee advances, and liquidations, ensuring the adequacy of supporting documents and appropriate cost allocation.
Review major procurement transactions and bid analysis forms, ensure the coherence of the awarding process.
Ensure maintenance of proper documentation filing system is for all financial activities.
Oversee cash and bank management, review periodic reconciliations.
Review accounting transactions charged against grants and ensure compliance with donor and government regulations and grant provisions.
Regularly update cost allocation table;
Prepare support staff and other direct cost allocation ratios and draft the entries.
Reconcile balance sheet accounts, payroll/fringe accounts at the end of the month.
Prepare currency adjustments and liquidation entries.
Develop financial risk matrix and monitor areas of threats;
Assist in further refinement of LDHR financial procedures and guidelines; and ensure it is updated according to donors and Turkish national regulations.
Ensure compliance with all financial procedures following LDHR and donors’ guidelines.
Supervises the accountancy of all sites: quality of documents, respect of procedures, accounting & donor allocation.
Supervises the archiving of the accounting documents in the LDHR HQ Office.
Prepare the annual and donor budgets in coordination with the program and other related departments.
Ensure the accuracy of the financial information.
Prepare month-end, quarterly, and annually requested schedules.
Participate in developing financial systems, templates, and controlling mechanisms.
Supervises the overall recruitment and training of the finance department staff;
Provide regular support to the finance teams on any accounting and financial issues;
Facilitate any donor visit, external or internal audit, review, and organize audit samples.
Assist in drafting management responses and corrective action plans.
REQUIRED QUALIFICATIONS, EXPERIENCE, AND ATTRIBUTES:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.
Education: at least a bachelor’s Degree in Business, Accounting or Economics, and/or other relevant fields.
Work Experience: Minimum of Three years’ experience, preferably in an INGO/ NGO, in a similar role/with similar responsibilities.
Skills/knowledge: High proficiency Knowledge of MS Excel and experience in archiving Systems and in experience in using accounting software
Language Skills: Fluency in Arabic, English (written & spoken) are ESSENTIAL, Turkish is a plus.
Demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
Strong accounting skills and experience, including management of general ledger, journal entries, payroll, payables and balance sheet.
Approachable and willingness to listen and assist finance and non-finance colleagues.
Ability to occasionally conduct training of staff within the financial management area.
A problem solving and solution oriented attitude; be methodical and adaptable
Planning skills and attention to detail
Ability to work under minimal supervision and deliver on set objectives within given
deadlines
Demonstrated ability to work effectively as part of a team or independently.
